A small order fee is a fee that applies when the order is less than the minimum order value. The minimum order value does not include the delivery fee & taxes as it is only based on the food amount. To remove the fee, you can just simply add more items to the cart.

The minimum order value can vary by the restaurant, and the amount of the small order fee is available on the checkout page before you place the order.
